Note We do not support using Sysprep to install an operating system from an image if the image was created by using a computer that has a different processor. For example, you cannot create a Sysprep image on a computer that has an Intel processor and then deploy the image to a computer that has an AMD processor. Check this site, when i had that issue on a friend's computer a simple registry change in safe mode got everything working again.

See all comments Corrections to the story: The bug back in had nothing to do with a service pack, and only affected machines with Windows I restored the system to a factory-fresh install, installed SP3 right away, and got stuck in an infinite reboot. However, I was still able to boot into safe mode without any trouble. Reboot, and Windows should boot up normally. Also, you can do this step before you even start the SP3 install, and then the problem will never occur in the first place.
I ended in an Reboot looping Safe mode not accessible at all. I had to resintall windows. My wife's homemade gigabyte-amd x machine failed to boot a few days after the upgrade.
